Can you please show me a screenshot of the discount that you have created on your Shopidy Discounts section? Probably it is missing some parameter.

For the Free shipping users, they will not be able to view that offer directly on the cart, but on the checkout pages, when they select their Shipping details. Normally, this should be fine.
Also, as I can see from your screenshot, the automatic discounts have been triggered at the bottom, so I suppose it may be working fine.
